Considering majority of LoL skill comes from game knowledge, yeah, I would say Asian teams are generally better.

Yes and No, some have the knowledge and skill. But, there are those with just skill (Doublelift for example) and those with just knowledge (you can use Monte Cristo for example).

The infrastructure that comes from a thriving esports culture present in Korea is what makes Koreans better. They are more skilled at the game because "game skill" does not just refer to mechanical skill and being good at specific champion mechanics. Rather, a game knowledge borne from pointed and highly regimented practice with an extensive support staff to foster what talent and skill the players already have is what makes the Korean scene better than the Western scene. The same holds true to a lesser extent in China--especially with the Korean exodus to China.
