They are only targeting 400 manga series that are already available in English.

"available in English"? Where??

perhaps in USA... I am pretty sure, that I can't buy 400 titles in my country :-O

It's kinda insulting that they didn't even bother to capitalize the b in Batoto in their official document...

Hm, A sensible option would be to offer block liscences from publishers to sites to host/scanlate stuff, indeed, it could end up being a two way thing, as, although individually scalation groups have limited resouces and person hours, as a large network, we completly dwarf publishing houses, and their translation/publishing staff, they are well aware of this, however, misplaced pride seems to be a barrier.

the real reason why ? publishing houses know they are doomed by digital publishing, in much the same way that we are seeing the deathly flailing of music publishers. I happily buy flacs direct from either bands or their labels, but the middlemen are flipping their shit, as they are being wiped out.

Welcome to the future, traditional media, you either adapt or you go extinct.

The "us" & "them" in this situation is greedy fat cats who control the media and put pressure on govts to do this, and their supposed prey in the natural world: consumers.

hm...  Honestly, they're not hitting the scanlators, only the hosting sites.  So it is technically both reasonable and simple to achieve.  However, they really can't do much about free translation of manga, so they can only really go after the aggregate sites, like Batoto.

"Sadly", this means we will have to go back to the regular days, of looking up stuff on Baka Updates like usual.  It's inconvenient, but that's the way it is.

I'm neither for nor against Japan trying to prevent piracy of the medium if the product is actually licensed.  But since most of what I read isn't available here in the states (within reasonable convenience (15mins searching)) I'm content to keep up with stuff from the scanlators.  Not to mention, they're usually really good on letting you know when stuff is available for purchase in english.

P.S.  I've bought "licensed" manga just so I could download the fan translations legally.  They seem to be better in many regards, ya know?

$15 is way too much money in some countries, did you know? Could you imagine paying $40 for the same volume you buy for $15?
Also, I don't think that importing the american version of my favorites manga make me contribute to the authors, just to a greedy foreign publisher...

That said, I don't disapprove Grumpy's policy, but I think these piracy acts are just bullshit. They take down the scanlated titles and put them into a legal and paid website. This is not bad, I could approve and pay for it, but these legal websites usually are restricted to american readers.
These narrow-minded japaneses publishers still think the world is restricted to USA and do all this sh*t. Man, this sucks :/

Why would you pay $40 when they are selling it for $15? It do help the authors when you buy the licensed version and if you dislike licensed products then buy the Japanese.

"but these legal websites usually are restricted to american readers." CR manga isn't redistricted to US only in fact it's available to 170 countries, with the exception of Japan, China, France, Germany and Italy. It isn't the Japanese publishers fault no one in your market is interested in licensing manga but hey they haven't banned export of manga so can still import them.

Mushi meant that one dollar has a different "value" depending on which country you live in. For you it may be $15, for someone else that $15 may correspond to a lot more in their local currency (hence the hypothetical situation: what would you do if you had to pay three times as much for each volume). Stuff being officially published in a particular country tends to have price based on costs of printing/publishing in that particular country.

Which is why manga published in Brazil only cost ~4 dollars per volume, if no one in your country is willing to localize and print them to an affordable price then you are left with importing foreign copies.
