For some reason, I think that masked Tavoo has to be Oboro.
Not only was he able to heal Ageha (or that's what he claimed anyways), but he was also friendly towards him, and Ageha seems to have recognized him too.
So, who do we know, who's a Cure user and is known to Ageha?

Amamiya could've easily used her Trance to make those soldiers sleep, instead of threatening them.
As if professional killers would just turn their back at someone who's potentially dangerous.

I don't think Amamiya is the kind of girl, stupid enough to get herself shot because of such a mistake.

Ageha should've just lied to Elmore, saying she was needed at Elmore Woods at once and that it was more urgent than the plane she was about to board.
Since it's a lie, Nemesis Q couldn't kill him for divulging information about the future, and the effects would've been more predictable than from a simple bag snatching incident.

Sometimes I just facepalm at all this incompetence... typically single-celled organisms...
