The title and the song are bit wierd yes, but thats only if you take them literaly. But the "panties" in the song are not the panties, but more like adults.
So its a song about taking off the panties(becoming an adult) and become free of the adults that controlled you before (parents for example).
But then she says that becoming an adult is hard, so she will keep the panties on for a bit longer(stay a child), and enjoy that kind of "freedom" (free of responsibilities and stuff).
I hope you can understand it better now.

I get mine on bakabt and nyaa most of the time, or of the fransub's page when its not availible on those 2.
I used to stream it way back, but the quality was shit so I switched to downloading
