Fisheye Placebo is a relatively new webtoon I just stumbled upon that look VERY promising and the art is IMO the best I've ever seen out of all the webtoons I've viewed.

Get intel vs AMD, amd tends to get overheated very fast

the cheaper samsungs are good picks. though i have an expensive samsung so i can't really say much

 

if you want a balance between quality and price go for acer. not sure about the prices for those though.

 

one thing i can say for sure though is with that kind of price range, don't go for a mac. should be evident by now XD
