Well Draga's father isn't a bad guy. At least not in relation to her.

They do, yes.
And yes, you have to be special to have them. =3
Tytalus didn't actually have the ability to manipulate light or darkness, but genetics make it so that his descendants might unlock such an ability.

Like, I really don't care what you do. Those are just conditions in the setting.
You'd both have to be nobles.

p.s. what's with everyone and making the dad the bad guy.
Daddy issues obviously. Roleplaying is a good way to deal with deep-seated psychological issues. Also helps us deal with our inferiority complexes at not being accepted to Hogwarts.
Poverty is also a pretty prevalent theme. Everyone likes a good old dash of hardship and adversity.

All good entries in my list of easy shorthands for character building.

@Misty
Your human trafficker is still a sorcerer. He shouldn't be.
@Vaf
Well, it's exactly what I expected. Accepted.
@Rob
Your character is a bastard, and might as well be as bad as his stepfather. You should feel bad.
Accepted!

He isn't a human trafficker, he is a sorcerer that buys humans.

Sorcerers don't need that stuff.

Well maybe you have a suggestion to fix why I have it that way:
Quaesitor back in the hay day wanted to have a big brother watching the magic, correct? Because he was paranoid and obviously believed they were up to no good.
I thought it would be fitting for someone who would potentially wish to take back the family title and the ideas that come with it to have a very good reason she might think the magi need a big brother to watch them. (Being sold to a magi who runs experiments on humans sounds like a very good reason to me.)
What would you think is a better idea if that is my dilemma?

He was paranoid because he didn't think the Order was good without any rules.
So you could easily have something where your character can be raised or brought up with a strong sense of law and order in mind.

Question: Which family would be good with healing magic? Besides the Alchemy people.
