I've been wondering a long time. Most if not all the characters on Kingdoms actually existed so I wondered whether or not Xin was actually real, I can't find any history based on him...

But Xin is based on Li Xin.
Iirc Li Xin, historically, only shows up in that chapter of the recorded history and then is never mentioned again.

Shin also appeared in the book of Tang Dynasty emperors (they are his descendants). Shin was overshadowed by many greater military leaders of that time like Wang Jian and Meng Tian (Meng Tian and his brother were famous for their undying loyalty). Sima Qian only mention Shin in his book to make a contrast how good Wang Jian was. Ironicly, Sima himself was a good friend of Li Ling who was Shin's descendant.

The story is based off of the events that lead to the unification of China. The Qin are in fact the country that conquered the rest of china. http://en.wikipedia.org/wiki/Qin_Shi_Huangthis is a article on the man who became the first emperor.

Kingdom is not like a book of history, in fact many of the recounts like the emperor's brother trying to take the throne never happened.
The mangaka takes a lot of liberties, and while it does indeed uses real ppl names, that doesn't mean they have the same role and importance in the story.

while yes, the mangaka takes a lot of liberties, the emperor's brother actually do his rebellion, but it was the 2nd rebellion in the manga (where in the manga it's actually a false charge)
