Yes, perks will mostly revolve around stats and special abilities (what else?

About armies... How about having 2 types: standing armies and levied armies. Standing armies will function as originally intended: you pay to make them, pay for upkeep, they permanently take up part of your population and they are always ready for action. Levied armies will be "invisible" until you decide to raise them and raising them will cost nothing (though you'd still pay for upkeep), they'll give 2 units to army's Size but every time you lose 2 units from levied army you permanently lose 1 pop. Also, levied armies will be less effective.
Well, the thing about the way Endless Legends did it is that each race would have certain perks that made them particularly strong in certain ways at the cost of being incredibly weak in others. For example one race could turn any population of a pacified city or fallen enemy into food and had a lot of things that centered around consumption of either their own population or that of other cities they owned to gain empire-wide approval or bonuses to food production, but in exchange they could not do any diplo action other than go to war.
Another could essentially pay for their population to grow and pay to heal their units, but in exchange food was literally meaningless to them and couldn't be used to do anything within their empire.
I was wondering if our perks were going to be more of a plus and minus type system or a more civ-like one where we're provided net positives to certain aspects of our society.

My main group are meant to be a sort of mix. Disciplined levies. Is it possible to get a "bonus to Levy" perk?
Bonus to Levy discipline, yeah.
When the talk is already at armies, here's how Army stats look:
All stats besides Size and Fatigue default at 1 and will be increased only through perks and Officers.
So, returning to Pitou's question, she may get +1 to Discipline on levied armies.

Hmm, the main Okami armies are more like the hunting parties that simply start hunting their enemies. Beats me what that falls under though.

Aight then on my end I'd say
I may draft up some racials for some of the others later.
Also thinking about this has made me wonder, are we going to have a stat that specifically effects trade? For races like Pitou's I feel like that may end up being important.

We need a number pool to work with. Otherwise we are just attributing arbitrary numbers to our fields.

I'd rather have like, 100% agriculture efficiency in all terrain types or something.

I was gonna add some for agriculture, but we don't have upkeep costs yet.

I was looking through the profiles again, and I'd imagine if you want perks based on magic it would be wise to specify what magic your race is good at as opposed to a general sense of "magical talent".
Though who knows, magic may end up being another stat at some point.
