That's how i understood it, the one who's saying ''he'' is Yuhansung, it is very different from the Tc's.

are they trying to remove the site aka dmca ?

They wouldn't need a poll to find anything but the tiniest of websites, and they'll never get mangawhatever to take down anything from their network. I think they just want to know.
