It's not licensed in the States as far as I know.

As for the scanslation, here's the deal: I've been making progress on the rest of the volumes (4~6e), but the upcoming chapter (13, which is the last in vol. 3) is stalled due to unfinished redraws. It's just me and Naselare working on this; my redraw skills are horrible and Nase has been swamped with work. So that's that.
