Whelp, I think Mangakas like the idea of little girls who are more aggressive and playfully cruel than they would normally be.  Probably some form of moe, but still ripe for comedy.  It's probably why you see the 3,000 year old little girl thing so often, whatever the form it takes.

"We don't have any other choice, since the fate of mankind hangs in the balance!  Besides, it's his problem now, I'm not paid enough to care."
