Honestly, I don't really see much stagnation in anime and manga. Sure there are stuff like Naruto and all the copy cat romance harem stories out there, but there are also gems like Steins;Gate, Guren Lagann, Maoyu, SAO(light novel). That is how literature is and how it always has been. In the past all the bards in all the taverns within a kingdom sang all the same songs, it's just now in this digital age with the sheer amount of information we take in and produce daily that we are able to see: There can only be so many meaningful combinations of 26 symbols(or the local equivalent).
Now I'm not saying there aren't any new frontiers in literature, but as with when the white man "discovered" America, the frontier will soon become the same thing as the place they came from. So don't get your hopes up(or rather don't let the current situation get your hopes down in the first place)
What do racial genes have to do with behaviour? She was raised by her mother, who was Japanese, alone and it seemed like her mother was fond of telling stories about Japan so it'd makes sense that she acts a bit Japanese. Perhaps what's bothering you is that the author doesn't focus much on the fact that she's Finnish, but rather on that she's a foreigner who truly knows little about Japan?
And I would agree with you that it would have been a few tidbits of Finnish culture here and there that would be an alienating topic to most readers. I remember the first time reading manga, I had to google every untranslated term that the translator didn't bother to explain much about. And it wold take a huge stretch of the imagination to have Nina do a full blown explanation on the topic... in Japanese.
Also, I don't think children are really that focused on social customs enough for it to show on a daily basis outside of language(and Nina does seem to butcher her Japanese). I've had cousins go to America on a vacation and come home near fully encultured, they even picked up the accent(though a bit butchered). Of course, our country does have a colonial obsession with America, but Nina is pretty obsessed with Japan too.
In short, Nina isn't a "blank-slate Japanese" as you call it, but rather a "blank slate foreigner", and since she's a kid that's kinda justified... in more ways than one for me, hehehe ᶘ ᵒᴥᵒᶅ
Completely true, but it's not really an issue that can simply be fixed because as with any industry it moves towards where the money is sadly. A manga or anime that has more relevance to reality even on the basic level such as having believable characters can go an amazing distance in terms of providing quality entertainment.

The problem is she's not really a finn, she's a blank-slate japanese. She behaves like a japanese, except when it's cute that she doesn't know about some facet of japanese culture, like the okonomiyaki or the ramen stuff. Blue-eyed, platinum blonde half-japanese indeed, those are some aggressive recessive genes...
Her name is written with a hyphen (ニーナ), so it has to be Niina. But the author himself decided that the English title would be "Silver Nina." We can't help but respect it as long as it doesn't sound too far off. =)

Yup, it's usually Niina, but there are some instances when it's written as Nina. Just like Roosa -> Rosa, Tiina -> Tina.
Finnish is a peculiar language.
