As stated by the wiki: Her ability is Thermal Hand (定温保存サーマルハンド Teion Hozon (Sāmaru Hando), lit. "Fixed Temperature Preservation"), which allows her to conserve part of the objects temperature she touches, and is registered as a Level 1 esper.
in volume 9 of the light novels it's revealed that the flowers in her hairband are all artificial flowers. This is also a pun on her actual name. Her name, "Uiharu" in Kanji (初春) literally means "Early Spring", and "Kazari" in Kanji (飾利) literally means "decorations" and "benefit". It is most likely referring to her flower headband, considering that flowers are a symbol of spring.
I have been wondering since forever and think it's still one of the great unspoken mysteries of this series. I don't think we even know her esper ability, do we?

Speaking of breasts and seeing the volume cover, I wonder if Misaki obtained the Bust Upper. I mean, she used to be as "modest" as Index just a couple years prior.
Anyone else noticed that when Misaka speaks of ninja cloning techniques the image is of her and two of the sister's?
Honestly, when I read "Bust upper" that was what I thought, as well. (Since there's so many weird technique names and stuff in this series.) Then I read the comments on here, and suddenly it made sense...

i really like misaka and kinuhata, so seeing them together is exciting. this will probably end up like them losing their control over their abilities so they might work together.
