Actually, "could of" is a perfectly acceptable phrase which I believe originated as a Southern USA slang bastardization of "could have" and over time, has become part of the Southern dialect of American English.

But I fully understand how grammar purists would find this to be an abhorrent obscenity.  I know that my grammar teachers back in the early 1960s "would of" been more than happy to take a ruler and rap the knuckles of those miscreants who were foolish enough to use such slang in their classrooms.

But I can assure you that in spoken English at least, if not in written English, that slang phrase has become widely accepted here in the Southern states.

 

I am NOT saying that "could of" is appropriate in this series.  It may well not be the best choice of words here.  All I am saying is that it MAY be appropriate.  It has been a while since I read this series and I don't recall the exact text that you must be referring to. 

 

Although I am a Southerner, I recognize that Southern slang is often used to "individualize" a character's speech pattern, especially in an often negative fashion to indicate that the character is backward, slow, uncivilized or just uneducated.  I, myself, have used my own Southern slang in such ways to individualize a character's speech pattern because, like it or not, certain stereotypes have become widely accepted by society as "normal" representations of certain groups of people.  And in a fictional setting, this type of speech differentiation is necessary to prevent the flow of dialogue from becoming stale and repetitious.

 

And as I said, I don't know for certain from my own memory that this is how the phrase "could of" was used here,  I am just saying that it is NOT automatically wrong, as you have declared, to use such a phrase in the dialogue of a fictional character.

Hell, real officers (As a rule of thumb, armies should be decent enough not to harm its own people unless they have a valid reason, that is, they have commited treason or are extremely dangerous, or are controlled by conspiracies, which is something that you see more often in fictional works. though then again, military coups have happened in many countries in the past.) probably have executed people for less than refusing to cooperate.
