Looks like it concurs to 11 volume. Touma is in Italy right now.
Also, if Misaka will continue in such pace, she will level to the ground whole Academy City.

Misaka seems stronger than I recall.
It makes much more sense if you read all of it, not just this thing. Railgun manga, and the anime with it, is just part of the story. Actually, it's like taking out the action and serving it aside the main dish, for all those who are too bored with the explanations. You can read Toaru Majutsu no Index, the whole thing, to understand the world setting. The anime for that one is good too, but it's a little less than half the story. The original is a novel, not too easy to find right now since it's been licensed, maybe you can find it in a bookstore.
Not gonna happen,because the author take notice of the awful first railgun season and the Misaka fandom,hate it ,and,since then,everything what happen in Index affects Railgun.
You jus can't ignore Index.Again,looks what happen in Railgun anime:they try to avoid Touma(because...he is a man),hence The Sisters Arc.That stupidity give us lots and lots of slooooooooow
yuribaitboring fillers.And in S2,well,it was unavoidable,The Sisters Arc was the next thing to do if you want the story go further,that mean Touma,Accelerator,and (gasp) dead Misaka's.
I was laughing when the same exacts episodes of Index shows up in Railgun but with better animation.All because that shitty S1.
So first,Index S3,and then the spin-off ,Railgun S3.It can't be otherwise,to dismay of fans of Misaka/yuri.
Rather have a 3rd season of Railgun tbh
