Well, I remember a couple of girls in middle school who became that big in a few months at 13 years of age. But, that was out of a couple of hundred girls.

Clearly none of you have been where I live, because when I was in SIXTH GRADE there were already like two or three girls who were relatively hot, with nice curves and all, and after that the only way was up.Hell, in my first year of middle school there was this slightly brown girl that you wouldn't believe was so young in my classroom and another that was as tall as me (I think I was around 1.70) and sometimes i could see another girl walking around the building that had the blessings of the chichiryuutei (DxD), without mentioning that like every 2 of 5 girls wasn't half bad.

The human body generally does not, or rather, cannot grow without the proper nutrients. In underdeveloped countries such as Burkina Faso or Ethiopia, many girls do not go through puberty until a later time in their lives. I've heard that some girls were in puberty as late as age 20.

Another possible factor in this could be the large amount of hormones being pumped into our food, specifically our dairy products. Hormones are generally used to make our produce bigger and faster, but these hormones, when consumed in large quantities, can have adverse effects on the human body. They have led to some children to go through puberty at incredibly early ages, which can be dangerous.

 

As for your last question, it's unlikely we'd ever "see" the effects of "evolution". Evolution, as it goes, occurs over long periods of time (think more like a hundred thousand years rather than a hundred). While we might be able to see adaptations in the human body, the human genome itself remains relatively consistent. It would take quite a bit of time for us to further evolve.

It should also be noted that the effects of evolution are often very subtle and you have to actively look for them.

An example would be that we were originally lactose intolerant after breast feeding, but there were some that would keep the ability to drink milk even after growing up.

Then with the domestication of the cow we have mass produced milk and the lactose tolerant ones could fully use their advantage, they had stronger bones and teeth, were healthier and might even have more offspring, et cetera.

Now most people are lactose tolerant, but that only applies to the western world where drinking milk is the norm. In asia are dairy products not that common, so the majority of asians are still lactose intolerant.

So yeah, mankind is still "evolving" even if only bit by bit and we don't actively notice it.
