Certainly didn't feel like a one shot especially with the way it ended. Perhaps this means we may see more of this world.
That's true, though one must keep in mind that Tsutomu recycles like crazy. That "Safeguard" transformation is pretty common in his works, as are small sentient robots (Mori from Blame!, the AIs from Biomega and Abara, etc.). I kinda have the feeling that an ulterior motive to this recycling is to insinuate that maybe, just maybe, what you're reading is part of some big over-universe. But that's never gonna be confirmed, I think.

Isn't this the surface layer of the City? The Security Agency sounds like the Safeguard, but perhaps a fixed post-Blame! version, which could be more concerned with stopping remnants of the old rampant systems from being reactivated. Suou looks a lot like the Dismantler from "Blame! NSE" (Net Sphere Engineer), and the Dismantler's job in NSE is basically what Titania is doing in this.
I recognised the architecture when reading it. The small robot reminded me a Builder from Blame, no to mention the Silicon Creature-esque girl.
Yep, the creator of blame. The guy comes so close to creating an intriguing world but he leaves a bit too much up to readers' imaginations. Allowing readers to fill in the blanks works up to a point and, for me, that point is when I cant tell if the creator has a good understanding of the world he is writing.
His world creation and art both feel insubstantial, like its unfinished. Still, I don't hate his work, it just annoys me how close he comes to something great.
To be honest, the artwork in this reminds me more of Moebius' work, Arzach, from the 1970s than Hayao Miyazaki's work.
Not sure if it's the translation or not but the way exposition is just... said by the characters feels quite off.

Gotta admit, I’m a sucker for most things post-apocalyptic.
This reminds me of the Miyazaki Hirao's drawing style in Nausicaä.

Reading that and thinking "What is this Blame! crap" then I check the author... welp
The tension is kinda diffused, especially that awkward shooting scene. The art is somewhat pleasant, but it lacks a certain oomph to it.
