I don't get Tokyo girl... It's been so long I feel like I've forgotten a key to knowing it. Let me get this straight:

The tokyo girl chapter really has nothing to do with the main story. This just shows the protagonist of the main story managing a new "girl", possibly the last in the project. Kenji (the "girl" in the main story) isn't present here.

Isn't the point that kissing would immediately end their friendship and make them hate each other/themselves.

Kenji's only that weirdly sexually open with Masaomi because he wants to believe that Masaomi respects him enough to treat him as a man. Masaomi is rather ashamed of himself because treating Kenji as a man slowly becomes something he has to actively do. Kenji makes false advances to break tension and reaffirm that Masaomi really cares about him as a friend first.

On some level, Masaomi realizes that what's keeping Kenji afloat, and ostensibly not in a "romantic" relationship, is their relationship as friends. Kenji's not alone in believing he is who he is as long as Masaomi does too.

Thus, the other broken gender reassigned boys who give up and take the path of least resistance.


You're right up to a point. But I definitely think Kenji at the very end (those 15 years later) had loosened this view. Perhaps a result of the hormones affecting him over that period of time or what, but the "Hey ... Masaomi...?" at the end definitely felt like more.

Oddly enough if i was that Tomozaku back in chspter 6 I would break up with the other girl just for this friend............i must be weird as shit....

usual ethic bullshit: you cant force someone sex/genetic pool but there is no problem if that someone is willing to change sex mid way

So your telling me, its more easy to completely turn a male into a female, genome included it seems, and getting all that legal, with the medical problems involved, than find out why birth rates of people are dropping and the drop of females in those births?

As I was reading I realised.... the artwork was similar to blue drop's...
wazzah, no suprise, same author/artist.
Would be nice if he actually continued the blue drop series and did a story during the first great battle between the aliens and the humans

 Gorou asked the question twice, looking sideways to where Kenji was hidden inside the house. It was a setup which Masaomi had already figured out.

last question is this really going to get a sequel? I see some sites list "balance policy 002" as upcoming

 

 Balance Policy "2" refers to the tankoubon collection of the last six chapters of the story being published 31st May. I encourage anyone who enjoyed this manga to buy the books to pay back the author for creating this work. Online companies like Honto and CDJapan will ship manga from Japan to the US and elsewhere at affordable SAL rates -- Amazon.co.jp always uses airmail and that costs a chunk.

and who knows it probably though out those 15 or so years he finally came into terms with his body. specially since it seems everyone moved on if "balance policy 2" is real then it might pick up after this but I don't know how trust worthy that is.

had to make a account to say thank you guys/uploaders. I don't visit many manga sites but this is the only that has this updated (another site had it too but for some unknown reason don't completely upload all page....ch 14 was stopped at page 10 lol made me think it was a cliff hangar)

 

ahem glad to see that kenji didn't die (chapter 13 ended at pg 22 for the other site here it has more) and it seems the population  is back on track. but I wonder who is sister went with in the end. and will kenji still tease him when ever he gets the chance? XD

 

it leaves you curious when kenji was just about to say something and it ends. but what I'm getting from garo is that neither of them are married and iono there's still a chance for them (I'm not really suggesting that they'll end up together I think being friends and supporting one another is better but that's just me)?

Final thoughts:
A disquieting look at a very real future for industrialized nations. Where the children are valued so much that they are seen more as commodities which need to be modified much as plants are to produce the maximum output for the next generation. 

The whole thing was really subtle. And in a way, given that Japan and the other major world powers are undergoing population drop offs, the message is rather unsettling in its own right. I mean, in the forefront, you had the identity crisis and what it means to accept the hand that has been dealt, while at the same time, evaluating the bonds of friendship and what will happen when something like this (as an extreme example) Happens.

Over all, I would have to say that the execution was quite amazing and, if you are aware of the depopulation crisis now settling in over in Japan (And beginning to Happen here in the states) can be even more unsettling. It really tried to subvert a number of the major tropes though regarding changes in identity and at a time it came of as a little too subversive about it, but that wasn't enough to really draw away from the story. It was basically about the two of them and the characters are all framed in the context of that relationship. 

Given all of that, the story turned out rather nicely as a whole.

That was... really quite good.  Now, just need to see if his latest scifi series ever gets scanlated.  :)

Well regarding story i have nothing to add nor comment on, the only thing that bothered me (probably i'm the only weird one here) was appearance of those girls who were changed from boys to girls was disgusting :P even though it was explained at the end why they retain their look it still strange to see 30 year old girl who looks like middle school girl ( i know that there are lolis in abundance in other mangas but they don't fit with this story)

no i think they don't even solved the reason behind there's too many baby boys in the first place. what the point of turning boy into girl if they still going to be having boy? heck even the mc have boy!!!!!

ARRRGGHH!!  Not exactly the ending I was hoping for, but at least Kenji didn't die.

lol like that last page is ever going to happen in Japan, ever.  They really ought to stop investing in robots and start investing more on better family care plans.

a good story, except for how it ignores science a little too much just in order to make boys into girls. there are so many much easier ways to make female babies, and there are probably better ways to make boys into girls too.

i liked how it was over. it has a nice closure on all the threads, no one of them is left dangling. and yeah, with the sacrifice of a few the demographic restarted. Sounds a little forced, but i like the way it was visually hinted so i appreciate it.

one of the better mellow manga I've read in a while, had a pretty unique flow too. damn son.

While stories like this usually leave me rolling my eyes for various reasons, I'm surprised this one didn't.
