I don't know if the author was on drugs while doing this manga, but he probably didn't need them anyway, his life is or was (I don't know if he has died already) peculiar enough (alcoholism and at one point of his life he became homeless) to expect some WTF stuff in his works without recurring to drugs.
At least they're up front that this features pedo-pandering so I don't have to waste my time on it.
I want whatever the author is smoking.
So much drugs.
