My first thought was Fukushima :/
It's implying that something was very wrong with the seaweed, to the point of inducing hallucinations.
Keep in mind that Korea as a whole retains very strong negative feelings about Japan. To translate the joke into American, in the current political climate, this would be like "I knew I shouldn't have bought Chinese seaweed", or, equivalently, during the cold war, "I should never have trusted Russian seaweed."
Though there isn't a perfect analogue because no one's properly invaded and conquered America since Britain took it over in the 1600's (Though Canada probably could have, if it wanted to, in the war of 1812).
