I don't know where you read that thing about Japanese proficiency, but that's not a requirement in the forums at all.

A belated Batoto welcome to you, Leena. Although there are some words and honorifics used on the forums, which are Romanized but not otherwise translated in a lot of manga, they're not hard to get in context on the forums. Recognizing a dozen or two Japanese words/suffixes in romanji, hardly counts as proficiency. There are already 100-200 Japanese loanwords in standard English. If you read manga in English translation, the words on the forums shouldn't be a problem for you.
SpoilerAlthough the lingua franca of the site is English, people do sometimes play with speaking in other languages. I've plugged more Filipino and Spanish into Google Translate than Japanese or Chinese. (Also some Finnish, Basque, Welsh, Brazilian Portuguese, other western languages and a few snippets of other eastern languages.) Perhaps that partly balances out the forum word games where native English speakers have an inherent advantage.
I've been tempted to start a topic called "Huh what?", where people can quote words, expressions or emoticons used in the forums that are opaque to them and ask for help with definitions and usage. I need it more for text-message slang and emoticons than manga otaku in-group language. Text message shorthand and/or leet-speech look-ups and the urban dictionary have their limits, and specific emoticons are difficult to search. (Google doesn't index emoticons that include punctuation.) Sometimes people are obscure because they're trying to be original or funny.
