I'm fairly sure Bonerre was talking about Crombell.I was rereading the last couple chapters of Noblesse, and I noticed something interesting. In Chapter 256 after the 11th elder fires at Rai, Bonerre thinks that "he" will require more time before he can face elders. I'm kinda wondering, which "he" was Bonerre refering to, Rai or M-21? If it was M-21 then the werewolf form could be strong enough to beat elders. If it was Rai, then exactly how much does Crombell know about Rai?

Crombel doesn't know anything about Rai. He thinks Frankenstein is the leader and he knows that Frankenstein has been working Tao, Takeo, and M-21. I can't remember which chapter it said this, but Crombel said that he wanted to see how much they can improve while being treated by Frankenstein, especially M-21.
Remeber, at the begining M-21 and M-24 were looking for the coffin Rai was in, so it's possible Crombell knows something about Rai, even if he thinks Frankenstein is the leader, he at least knows of Rai's existance.

Existence perhaps, but I don't think he really has an idea of who Rai is exactly, probably just tales he heard from from Roctis, or another clan leader that left Lukedonia (It's also possible that Rai was mentioned in Frankenstein's dairy, the one Crombel has in his possession). For all Crombel knows, Rai is still in his coffin and with that said, Bonerre couldn't have referred to Rai, especially when M-21 was standing right there next to him.
