Not arrested, not even fired, just resigned, whos to say he won't just do the same thing at a new school?!? That is typically how it works with people who abuse their position to do vile criminal activities, but only have to resign if caught, they just pick up shop elsewhere.
For example, many medical examiners in the US are completely incompetent at the very least, but its very hard for that incompetency to be punished, and if it is punished, its only to fire them, and they do just go elsewhere in the same position. Even when fired, they can slide into another place in another location, so much easier when it seems like they themselves left of their own accord, which is the definition of a resignation.
In Japan, would they really let a teacher do such extreme things and only force a resignation a s a consequence, is protecting women from violence really such a low priority there, that even in fantasy one can't get any real measure of justice against abusers or even to take measures to prevent them from doing it again?
