It is not implied when you consider who he was chasing after. Baam never showed any romantic interest in Rachel and wasn't chasing after her because he liked her romantically. And, Rachel certainly didn't show any romantic feelings for Baam.
So, I would need something more to call this a romance.

Because 1) ewwwwwww and 2) Baam doesn't seem to think of Rachel (or anybody, for that matter) that way. 
Heck, Teddy doesn't seem to quite know exactly how he feels about Sophia (although Cassano seems to have decided -- and, I don't think he's that enthusiastic now).

What's so ew about it? Are they related? They seem to be the same age anyways. Opposite genders. Well, maybe she could stand to use a bit more make-up but...We cannot read Baam's mind. He has not shown romantic interest in anybody (except Rachel, if you count their interactions as a crazy stalker and a victim running away from him), but maybe he did in the past?

I find Yeon's behavior towards Viole as tsundere like! Love those kinds of relationships....maybe he'll end up saving her in a tight pinch one day 
I thought Baam always saw Rachel as his savior from the eternal darkness he was trapped in. He must have cared about Rachel very much to be thinking about her even now (recent chapters). Though I am hard pressed to see them in a serious relationship at all. That I'm sure of.
This strange relationship just wants to make me learn more about their past together and what led up to Rachel meeting Baam. 
Because 1) ewwwwwww and 2) Baam doesn't seem to think of Rachel (or anybody, for that matter) that way.
Heck, Teddy doesn't seem to quite know exactly how he feels about Sophia (although Cassano seems to have decided -- and, I don't think he's that enthusiastic now).
I find it hard to believe Baam and Rachel had a first love contact as well.
Teddy might consider the professor to be the mother he never had so.... and Cassano might have learned the truth by now or something.
