I believe the stand is that only scanlations are allowed. so no scans from English comics or scans of the official licensed manga released in English.

No. You can't just scan a Japanese comic (with a computer scanner). It doesn't magically become English. But an English publication, all you have to do is directly scan it.

[Edit] Just to be clear, let me clearly lay out the rule. Batoto is a site for scanlators. Scanlations are okay. Scans of English language manga from Viz or other companies are not okay.

That is the rule. You can disagree with it, but this is how this site operates.

The philosophical reason for this has to do with your view of scanlation. I've written about this before, it's not a direct answer to your question, but this should serve to illustrate why we don't allow Viz/Dark Horse/etc. scans on our site:

With English scans, they are clearly available for purchase. Moreover, it's a direct violation of copyright, which probably exposes us to different legal liability.
