Does this type of child abuse in neglect form really happen regularly?

In the US, leaving a  7 year old child on their own for a month while you go to another fricken country is well beyond what child protective services needs to take your kid away and place them in the foster system. It's considered child abuse by the law, and I agree, that's outrageous.  I I've seen this in many a asian comic, just not this extreme. Does this really happen like above super rare? Is this really something accepted by asian cultures as an acceptable way to treat a child?

In China often both parents are very busy from work and it is common for children to be instead raised by their grandparents. Although I can't say for sure that it's normal for a child to be left completely to their own devices it is certainly not uncommon for kids to be raised by other relatives.

Also it's not like Gujiu was left completely alone because it's clear that her father phones her often and is very concerned for her safety. He is also shown to have his family nearby check up on her.

Calling in randomly to check up works for someone whos maybe 16, not someone who's 7! The relative was only called in after a strange man answered the phone and yelled. If that's your safety net, any real stranger danger pre-time traveling kongfu guy and she's be toast.

*Friend to Mom* so you found a baby sitter so we could have a night out on the town after all. *Mom* Nope, I'll just call in ever so often and then I can know she will be fine.  Well that's less negligent than what that father did.

I mean even if the dad called in every 15 minutes and the relative just sat by the phone day and night for a concerned call, it'd be near useless. And with the dad in meetings etc and the relative living his life, it wouldn't even be that.

I'd call it plot convenience. The author was lazy and couldn't think of a reason to get the child and the dude to meet.

If I got a minute of sleep for every time I browsed a meme then perhaps I wouldn't be sleep deprived

Sure Dank, except as I mentioned, I've seen this motif of a kid living completely on their own a good number of times in mangas, often with a parent living overseas. It's just the first time I've seen it with someone this young. I suppose it could just be a plot device every time, but I thought with the frequency I'd ask and see if it was really based on something real.

Well, there are countries where children learn from young years to be responsible and take care of themselves. And then there's US.
