unless you're getting "not all fields are filled" error, and/or error 524 - then the issue apparently lies somewhere between cloudflare and batoto but according to grumpy it's too hard to pinpoint it (plus cloudflare makes changes to their internal stuff all the time) and realistically it can only be mitigated:

Even if so, what about a thread for reporting it? Or is just PMing the uploader listed the only real way to go?
BTW, I did also report it to them. And was told Batoto was behaving glitchy right now. So just perhaps you are wrong about that and this is a batoto bug that can be squashed.

because there may be different causes to them and it'd be too chaotic to put them all into a single bag (plus for some popular comics you may get multiple reports of the "having the same issue" kind).
unless the archive is missing (= nothing reached the site and it's just a blank entry, like with using wrong remote upload links) or it has a corrupted filename (see the part about fancy characters below), a mod can check the archive that reached the site (only for relatively recent chapters) and do fixing themselves, and some mods do just that. others may prefer to tell the uploader how they can fix something themselves to 1) educate them so they don't make the same mistake again, and 2) let them keep editing rights (so they can change sorting, chapter title, etc. and schedule chapters for deletion without having to make report threads for it; there's no way to change chapter "ownership" and contrib mods don't need it)
So you are saying none of this occasional issue is a bug on batotos side?
IIRC the only major uploading issue currently, that affects some people and according to grumpy can't be fully removed, is some uploaders being told not all mandatory fields in the add chapter page are selected. is solvable by either trying multiple times (or at a different time), or if it fails, by using a remote upload to bypass your computer's involvement. but unless someone uses a wrong link for the remote upload (most free file hostings don't offer direct links nowadays, and I think even google drive was patched this year to prevent people from accessing these), nothing gets to the site and so no broken chapters appear.
the majority of broken uploads happens either because of archive issues or because of connection interruptions. the remote upload misuse only got a rise recently because of the above "select all fields" thing and not everyone being able to tell direct links apart from download pages. I only recall like 3-4 cases where some very old chapter or few weren't working and the comments from that time implied they were once displaying fine (so a weird glitch or something that wiped it from all servers?). Anything recent simply requires the uploader to fix their archive (and/or not to use non-direct download links for the remote upload).
stuff like fancy characters in filenames (many japanese/chinese characters, emoticon symbols, uncommon formatting symbols, a few non-english alphabet letters like the spanish a-derived symbol; if they are put in the archive's name then the whole archive breaks once it reaches the site - happens mostly to non-english scanlations though), wrong filetypes (like pdf or psd files; plus there were a few cases of missing extensions recently because of how macs store filetypes - I wonder if there's been some update to photoshop there that changed the default saving behaviour), uploading wrong archive by mistake, using uncommon compression algorithms (in case of zip files), interrupted upload, the archive or images inside being corrupted (though in case of individual images some browsers may be able to partially display them), etc., etc.;
such issues can be seen right after the upload when one checks if their chapters displays properly so any uploader that does the checking and has some issue but is not sure what may be wrong can ask a mod or report having a problem in the QA subforum.
sometimes such uploads may slip through the mod queue because of misclicks/whatever, or if a contributor (=skipping the queue) doesn't check their stuff.
