There are two chapter 4 of this serie U19
And chapter 3 has been uploaded above ch 10

these two chapter 4s are by different groups (or if there were 2 by the same group, the uploader seems to have taken care of it themselves)
as for the order problem - everything seems fine on the comic page. just in case you meant "sorting" on the front page:
it displays chapters by the release date. note the 3 hour difference between chapter 3 and the rest
