I mean he doesn't come off as a bad guy like Melty's sister, but he does come off as kind of scummy even if he is a good guy.

He's the author's representation of "Normies go die!"
Keep scrolling, nothing here
This post contains a few things from the webnovel so might change slightly becuase this is the Manga.
Eh, he is a fairly naive and stupid ladiesman add into the fact that from the start our little old shield hero is an outcast [defensive 'weapon', only one with no game experience, oldest, only one that wasn't summoned after having an fatal accident/incident] then add onto that the fact that the Shield Hero is painted as a villianous element and not a true hero makes most people less willing to trust him, then consider the fact that he was accused of raping a woman who 'took pity on him' paints him as quite a villian and then consider some of his choices after the fact. He dealt with a Slave merchant and bought one, forced her to fight where he couldn't, acted incontempt of the leading figure of the country.
If I had to paint him as anything at this point in the story, think of him as Lawful Stupid Paladin who sees Naofumi as an evil, he still works to save the world but can't stand to see the 'evil' that is Naofumi standing around making the world worse.
Like most characters that cross Naofumi he'll get some karmic returns.
As someone who read the LN, it is explained near the climax, can't really go any further without extreme spoilers.
