Why are "Worst" chapters not allowed to be uploaded?

Hey guys. Worst seems to be the only thing missing for the crows/worst series here on Batoto. I've just uploaded Crows Gaiden and Sono Go No Crows which were missing. I would like to upload Worst as well but there is a notice in the description saying to not upload. I would like to know why uploading chapters is prohibited and if it could be permitted once again. Thanks.
