At chapter 9. If they let this guy live so he can be a long term antagonist, jeopardizing everyone life, I'll be pretty pissed. Well if they find some way to get him imprisoned for the bridge bombs, that would be fine. But if she or he gives some line about every life being precious/not becoming like the true terrorist, and then just let him go and retreat to blow more stuff up and potentially kill more people (as well as costing money/resources for the city and risking the life of the protagonist and making sure he doesn't have a regular life) I will be very very disappointed.
