I think it's more because what we REALLY doesn't have the traditional hallmarks of a harem at all (meaning none of the girls surrounding Tomoko want to get into her pants badly).
It's really an ever-expanding awkward circle of contacts that Tomoko got dragged into, and in now is trying to acclimatize with.

Well in Chapter 127 Ucchi more or less says out loud she loves Tomoko with that "I already have someone I love" line.
She also seems to be in the middle of some weird triangle with Nemo and Yuri.
