Looks like the author, Ishida Sui, disappeared from the internet for a few months, "apparently" due to some death threats or something about his handling of characters in Toukyou Ghoul. And he ate some meat.

His twitter is active again (minus a few posts), but the Penisman is still down for now. If you want to consult the raws, you might consider the use of the Wayback Machine or some other kind of web archive.
