I don't think he makes much as a B-Class hero.
But even before he was ranked, he was just freelancing as a hero... so how did he make money before?
How does he make money?

Maybe he didn't. He lived in a ghosttown and probably didn't have to pay rent. As for food he may have just eaten the monsters he beat which is something we know he does from time to time (see kombu infinity). Does he even die if he doesn't eat?

He didn't make any money before joining the hero's association. it is shown that he used up all of his savings in Chapter 28.5 Tankobon 5 Extra:Things one cannot buy. He was living in an abandoned building he found to have electricity still because he could only pay for food on a long term. His main income now is probably the rent from Genos though xD
