I mean think about it, Raku starts off liking Onodera but then Chitoge comes along and Raku finds his heart swaying. If Chitoge manages to find something to bind Raku (Hint: it starts with S and ends with X), then she will win the game. It's kind of like "the woman Love and the woman I want to sleep with situation but purer.
