A old PC game had you in control of a angel, you could posses anyone, and then start a massacre.

The name was Messiah if I remember it right.

There's a NDS game called knights in knightmare where the MC is a wisp that controls other NPC ghosts to battle against monsters. But the gameplay is rather... 'unique' since it's an atlus game from sting.

You could try Crawl. 
it's a 4-player/AI game where the players are ghosts fighting over a human body. 

 

1 player is always has the body, while the other 3 become monsters to kill and then take the body.

 

It's pretty fun if you have a few frienemies on hand.

Back in the day EverQuest did a beta test run where you could control an NPC and level it up by killing other NPC's.  You couldn't talk, you couldn't do emotes...all you could do to communicate with players was jump or behave oddly.  They were free to kill you like any other monster, you were free to attack them or help them.

 

It was amazing, but short lived and only lasted a few weeks tops.

 

During this time I made friends with a barbarian Gal while I was...I think an Ice Spider, terrified a party as a fire imp, and amused people as a bouncing wolf.  Every time you died you spawned in a new part of the world in a random NPC that was low level.

There are a few others, too:

 

Avenging Spirit

 

Obake, an old Japanese freeware game.

 

Midboss, a roguelike.

 

Powder, another roguelike, has a possession spell, although it's not permanent and not core to the game (so you won't always be able to get it.)

 

Caves of Qud has a Possession mutation; it isn't permanent, but lasts a very long time.  Again, it's not core to the game, but you can choose to start with it if you want.

There was the GameCube game Geist where you could possess people provided you scared them first.

 

Driver: San Francisco lets you possess other drivers.

 

Clive Barker's Jericho you eventually die and play as a ghost that can possess members of the squad.

 

Battlefield 2: Modern Combat had a "Hot Swap" feature for campaign where you could swap control to any ally you could both see and was within (a long) range.

 

Possession: Escape from the Nether Region is a 7DRL (a roguelike made in seven days for a contest) where you're a ghost that possesses people and monsters in order to make your way to the surface. As of April dev is still working on the graphical sequel.

Ghost Trick for the NDS.

 

You use a ghost that can possess things and has amnesia.  Through moving things you have to save people from dying.

Liked it a lot, both story and gameplay.

For the N64 there was a game called Space Station Silicon Valley - it was set, funnily enough, on a space station populated by robot versions of animals and you could possess any of them to accomplish your goals.

there are probably a lot of these RPG fantasy games in Japan that are made using RPG maker. We just have to go and translate them.

There's a game on Kickstarter called Lost Ember which is basically Spirit Migration the game. You play as a wolf who can possess other animals to explore.
