If I understand correctly, Kotonoba Drive continues the adventures of young Sukiya Keiko, aka Suu-chan, from PositioN and the more contemporaneous one shot Kumbachi no Koto.

Having loved YKK, do you think Ashinano Hitoshi can sustain the same storytelling, interwoven character arcs, his worldbuilding of the post-apocalyptic world and the fragile threads of a broader narrative, here in Kotonoba Drive as he did in YKK?  IMHO each chapter seems more isolated, and it feels like there are fewer supporting characters.  What do you think?

I think Kotonoba Drive is just a spiritual successor to PositioN. They do have many things in common, eg the parrot girl but if you compare Suu-chan from PositioN with Suu-chan from the school flashback in KD they look pretty different.
