I would like the Language Settings to be tied to account, rather than be set at each individual session.

As a convenience for the majority of readers who don't register here, the settings are actually stored in a browser cookie. To make them persist over multiple sessions, you need to set an exception in your browser to allow persistent cookies for bato.to. Note that done this way cookies from the ad networks that support Batoto will still clear when you close your browser.
There are other threads where this question has been raised. Some of them have instructions for setting cookie handling exceptions. This varies some by browser. For example, with Firefox you'll find it under Options -> Privacy -> History: Use Custom Settings for History -> Exceptions.
If I recall correctly, some of those other threads discuss the feasibility of doing what you suggest while leaving the cookie-based system in place for readers who don't log in.

Just don't log out. I never login out and I don't have such problems.
I am using Firefox, and I don't know how it is in other browsers, but it works in FF.
