I know this is very cliche story line but i do think it was the detective tsukauchi, the best friend of All might,

most of the animes i watch is the main characters' bestfriend has a tendency to turn super bad!! like naruto..

and also who else knows that all might is weakening right?? and he said from the start he never told anyone, only exclusive people that are close to him.

Yes i agree completely. As soon as all might is out of the away he will initiate his plans of domination of boobs worldwide! how did we not see sooner!
