Read a chapter of it, and was meaning to get back to it later, but entirely forgot to bookmark it. Involved two childhood friends who eventually began to grow apart as all the girls in their school were rounded up for a joint lesson while the boys weren't allowed in. The girl starts acting more reserved, and eventually the boy starts being more like a delinquent and pervert. By the end of the chapter, it actually turns out that some girls can turn into semi-scaled beasts or dragon like things as they grow up, and the girl in question is one of those rare examples. I pretty much remember the chapter playing out like it was supposed to be some puberty thing, and that was the shocking twist at the end.

Ringing any bells? Not really having any luck searching for it without names, and would appreciate any help.
