Smart MC, male preferred, romcom would be good, bonus points if completed?
Black Lagoon has a smart (male) MC but is action orientated.
Shinigami-sama ni Saigo no Onegai wo has a smart (male) MC, has more or less Romance and Mystery too.
Billionaire Girl, Magudala de Nemure, Spice and Wolf are all from the same Author and have smart (male) MCs and Romance, at least Spice and Wolf has a good amount of Romance and a little bit of 'advanced' romcom.
Liar Game has smart secondary MC (male), but the lead is naive (acts stupid) at the beginning...
Gunka no Baltzar has a smart male MC but lacks romance and is more or less action/politics orientated.
Naze Toudouin Masaya 16-sai wa Kanojo ga Dekinai no ka? Has a 'smart' male MC and it's some sort of romcom.
Kaiji has a (gambling) smart male MC...
Itsuwaribito Utsuho has a smart male MC, it's more action orientated and has almost no romance and only a little comedy...
Romcom with smart MCs, huh?...
Maoyuu Maou Yuusha - "Be Mine, Hero!" "I Refuse!" has a smart (knowledgable) female MC and romcom elements.
Hitsugi no Chaika has a decent (not really smart) male MC and some romcom (the Anime was decent, dunno about the Manga).
Hagure Yuusha no Estetica has a smart and even stronger male MC (the Anime was decent, dunno about the Manga).
Yahari Ore no Seishun Love Come wa Machigatteiru. -Monologue- has a smart male cynic MC and should contain romcom elements (the anime was pretty good, just noticed that the manga has only 6 chaps out or translated).

"The man who lies to himself and listens to his own lie comes to such a pass that he cannot distinguish the truth within him, or around him, and so loses all respect for himself and for others. And having no respect he ceases to love, and in order to occupy and distract himself without love he gives way to passions and coarse pleasures, and sinks to bestiality in his vices, all from continual lying to other men and to himself." -- Fyodor Dostoyevsky
