Is the history of China and you can play the game in the SNES with the same name: Romance of the Three Kingdoms. Also it's mentioned in another manga- Kangoku Gaken. Where one of the protagonist is a fan of the series.

All of it's based on a number of books in the past, and until we actually hear any mechanics behind the games, it's too early to say that it's based on something or another.
