If they slaughtered everyone except the teller whos left a mess, I think word spreading would backfire. Everyone would know they are going to be killed anyway, and take every opportunity to rush them, I know I would rush them if I knew they were going to kill me anyway.

Maybe the idea there is, that the terror-induced pay them in a more anonymous way, without them having to actually physically visit the place (and perform another massacre).

This would make sense in most countries, though since Japan has such heavy gun restriction they might not be able to do anything even then. (I mean unless they're badass like someone like Mamoru)
