It's not Lutz, I think Currygom even said so. He's probably disadvantaged because his attributes aren't very offensive-oriented (Lorraine's profile noted that her attributes are disadvantaged for offense, but she knows how to use them offensively, hence the AA rank. This implies most Triple Brahmas Aren't good at offense, so they'd probably get a poor score for the simulation test).

In chapter 25, Laila told Asha to go find the AA magician in Eloth (that part is badly translated though...). We know it's not Laila, probbably not Lorraine (since we see her later talking to Laila in not-Eloth, see chapter 26 below), and Claude is from Rindhallow.

- Currygom once mentioned in her me2day a love triangle between Lorraine, Saha On and Lutz back in the days. So, Saha On is probably her fiance (the one she's trying to avoid at all costs because she likes buff guys, according to Currygom x'D). It'd be understandable why she's unable to break the engagement if Saha On is ranked even higher than she is. xD
Misc: In chapter 2-20, he noted that Asha was in the end denied use of the human search system.

- He is the Priest of Light (because human search system? see below)
- He is Saha On, Lorraine's not-buff-enough fiance.
- Before N0, he had summoned a God, hence his high rank (not sure if he ever tried after N0)
- In N0, he single-handedly controlled all the turrets to save Eloth from annihilation (impressive)
- He has authority over the human search system in Eloth (a system like that must be Surya-affiliated right? Since Hoti Surya is for searching things). He denied Asha usage of the system.
- I suspect he is actually involved in hiding the daughter of Rao Leez. Rao Leez being who he is, he could easily have such high-ranking connections. And who else would be able to hide the daughter of Rao Leez? I suspect he denied Asha access to the human search system on purpose because he knew whom she was looking for (and probably decided it wasn't time yet, not until Leez turned 16).
Of course those are just my speculations so far. He could be the priest of something else (Sky or Wind), and he could be a separate person from Saha On. I'm pretty sure, in any case, that he actually has a big role in this story.
