I could only find chapter 15 on NicoNico.

That's where they're released. If you didn't know, web manga chapters are usually only up for a period of time. So if you missed prior chapters, it's tough *****

Nishikaze no Ryodan is released in Japan monthly, and is on a magazine that is published online. You can read the latest chapter for free, but it'll disappear once a new one comes out and you'll have to wait for the tankobon to publish to read it again.
