Yeah. Back in the early 1990s there was a run-up in faculty salaries at research universities. New junior faculty were getting offers well above the typical salary for associate profs. in the same department.
Turned out the "solution" was to put yourself on the market, get an offer, and then take it to your home department for a counter-offer. Otherwise people couldn't get the deans to shake loose the money.
