Had read Exterior arc again. And it seems that I missed ch. 70.5 in which everything had been explained.
I think that Dolly was the second clone. The first was Misaki friend that died and Dolly was the one that make up the prototype of the Misaka Network. She have the same memories but is a different clone.
True enough, I also forgot about her completely. No seriously does someone here remember her name?

Dolly using multiple small railguns with her hair? Thats pretty powerful. Also the megaphone girl and the bear mask show up in a NT storyline iirc.
It's nice to have a reason for old characters to meet without having an incident happen to summon them.
Dolly's the original clone of Railgun (either THE original, or one of, can't fully remember). She first shows up in chapter 59. She was friends with both Shokuhou and pigtails girl (who I forgot the name of).

Uiharu needs to calm down w/ her advice.
Its one of the dragons that appeared from Touma's hand in the level six shift attempt on Misaka.
At a guess, it seems to be the Taowu from the Accelerator manga.
I get the feeling from spoilers other people have dropped that this is turning into what Marvel and DC were doing (might still be doing, for all I know or care). You can't keep up with the story in X unless you read the crossover stories in A, B, and C.
