Can someone explain the story of this series? I think I'm completely at a loss.

I'm looking at the very first chapter and noticed that Yuuki Homura really has adjusted the art style closer to the anime designs.
Hmm , this remind me how i hate Houki to begin with , she got all the good stuffs while Charl have to put up with a very outdated IS but still kicking ass .
