From the "Be Mine, Hero" "I refuse", Female Magician did say that only member of the clan is allowed. In a sense, we can't refute the possibility of someone being initiated into a clan/tribe since she didn't specifically meant 'race'. That's my first impression when it's revealed since it's explicitly hinted that Female Magician 'sidetrack' to the Exterior Library in her search for Hero rather than 'return' to the Exterior Library where she originated. Furthermore, Fairy Queen stated that Female Magician is examining the legends regarding Exterior Library. If she hailed from there to begin with, why does she need to 'search' for that bench?

At least that's my view on it. Still waiting for new revelation that'll butcher it into pieces. Until then, this'll suffice.
