This manga needs to have Kanzashi soon.
Nope they are bigger than Charl's. I compared some of the light novel illustrations and anime as well and there was a difference. Also there was apparently a comment made by one of the girls that Houki had grown bigger there. I'm not sure whether their body measurements were ever revealed though. All I found were height and weight.
Not that I'm complaining but, isn't Houki's breasts drawn too big in this manga? I thought hers were smaller than Charl's?

I would give Cecilia an ok sign just for her seiyuu. Nogami Yukana(CC from code geass, Testarossa from FMP) is my favorite female seiyuu (together with Inoue Marina and a few others).
Compared to Houki and Rin, Cecilia is overall a nice character.
